More people using handicapped placards illegally

When you go to the shopping mall to do your holiday shopping, chances are you that are not paying attention to the number of cars in the spaces designated for handicapped parking. It may not seem strange that these spaces are always occupied. After all, the holiday season brings everyone to the mall, right?

 However, this may be a hardship to the disabled. According to a recent report, there is a growing trend of people illegally parking in these spots. Some drivers are taking advantage of placards that have not been retired (either because the person to whom it was issued has since passed away or no longer drives).

 Sometimes, an able bodied driver will use a car registered to a disabled person to run a number of unrelated errands, while leaving the car parked in a handicapped spot. Other drivers are apparently more brazen, as they completely disregard the markings and warnings about illegally parking in a handicapped zone. Some car thieves will break into a vehicle to steal a placard. Further there are active placard scams where counterfeiters are creating phony placards.

The questions of how to handle these crimes is a complicated one. For one, illegal parking is a difficult crime to enforce. As we alluded to earlier, seeing a handicapped placard is commonly a sign that a person should be allowed to park in a handicapped zone. Also, this type of enforcement is particularly time consuming, and some law enforcement agencies may not have the manpower to properly enforce it.  

Given these hardships, placard abuse may still continue.
